Thank you, Mr. Chairman, and thank you to our witnesses for appearing today. I think our discussion this morning is incredibly timely.
As each of you have noted in your written testimony, AI has the potential to be a truly revolutionary component of the modern world. I know we will discuss the immense potential of these technologies, and how the Department can best harness their potential to advance our national security, but I want to make sure that we also discuss the challenges we confront – which are just as revolutionary.
AI's strength lies in analyzing data and identifying patterns, but it is imperative to acknowledge that it can also amplify biases. Ethical frameworks must be in place to ensure responsible development, deployment, and monitoring. Trusting the outcomes generated by AI is crucial and non-negotiable.
Maintaining trust in AI is crucial and requires continuous effort throughout the system's lifecycle. An organizational structure that empowers those overseeing AI capabilities is necessary. A core group of trusted experts and widespread AI literacy efforts can also contribute to greater trust and ethical use of AI. It's commendable that the Department of Defense is taking steps towards ensuring ethical and responsible AI practices are in place. I urge witnesses to provide suggestions on how we can further strengthen these efforts. We all want the Department to succeed in utilizing AI, and strong ethical and oversight foundations are imperative for achieving this goal.
