WASHINGTON, D.C. – Representative Adam Smith (D-Wash.), Ranking Member of the House Armed Services Committee, released the following statement in response to the most recent round of peace negotiations between Russia and Ukraine in Istanbul.

“Following another round of negotiations in Istanbul, Ukraine released a framework for a ceasefire that is exactly the approach that should be taken to end the war. ?These measures are as follows:

  • A full and unconditional ceasefire;
  • The exchange of prisoners and civilians, including abducted and deported Ukrainian children; 
  • An agreement that the aim of negotiations be permanent peace between Ukraine and Russia;
  • An agreement on security guarantees and their implementation by the international community;
  • Ukrainian freedom of association with Europe and freedom to defend itself with unrestricted armed forces;
  • International non-recognition of Russian sovereignty over territory seized since 2014;
  • Phased lifting of sanctions on Russia with snapback provisions and reparations for Ukraine using frozen Russian assets; and
  • A roadmap for implementation and enforcement.

“The lack of a coherent alternative presented by the Russian side is proof of their bad faith negotiations to this point. The concrete, simple, and rational steps presented by Ukraine are the best way to arrive at a just end to Putin’s horrific war of aggression.”

“President Trump and his Administration should take firm measures to pressure Putin and Russia to agree to these measures. It is more than Putin deserves, but offers Russia a way to stop its slow destruction and puts the war on a trajectory toward an achievable peace.”
